An outliner which allows for notes, the "Yang" counterpart of Obsidian, which is made by the same guys. A concurrent of Workflowy on many aspects and features. Thus should be into your list of apps to compare !

A powerful tool, better than Workflowy in my opinion, and with a generous limitation free free tier. It's very quick to use with keyboard shortcuts and has fast performance even when opening huge nodes with hundreds of nested nodes
